About the Author
Dr. George Giuliani works at Hofstra University, Long Island, where he is an Associate Professor at the School of Education, Health and Human Services and former Director of the graduate school program in Special Education. He is also an Adjunct Professor of Law at Hofstra University's School of Law where he teaches the course, Special Education Law. Dr. Giuliani is the Executive Director of The National Association of Special Education Teachers, Executive Director of the American Academy of Special Education Professors, and President of the National Association of Parents with Children in Special Education. He has written many books on special education and he is a consultant for school districts and early childhood agencies. He resides in Melville, New York.

Not Comprehensive

While this book does do a fairly good job of explaining the special education process, when it comes to the law it is not at all comprehensive. It is little more than a restatement of the statute and regulations. It does a very incomplete and poor job of reviewing and analyzing the thousands of court cases that have interpreted the law over the past several decades. Understanding these cases is an important aspect of knowing how the law is to be implemented.
There are also some factual errors in the book, starting with the title the author uses for the federal special education statute. The author confuses the title of the legislation that reauthorized the statute in 2004 with the name of the law itself. As 20 U.S.C. sec. 1400(a) states, the law is still to be cited as the Individuals with Disabilities Education Act. The author also seems to confuse the statute with its implementing regulations throughout the book. These may seem like minor points, but if the author can't get these points right, it makes me wonder how much he really knows about the topic.
This book might be appropriate for someone who does not know anything at all about the law and is looking for a very basic text. However, someone looking for a comprehensive text should look elsewhere. There are many texts on the market on this topic and all are better than this one.

Must have for parents of special needs kids

Dr. Giuliani's book is a comprehensive reference on the laws of special education, presented in a very user friendly way. The Q&A format helps break down these complicated concepts and laws into manageable sub topics. It almost feels like you are sitting with your own expert on special ed as he walks you through the steps. I feel so much better informed and ready for my daughter's IEP after reading this book.
I highly recommend this book for the parents of any special needs kids, and for the educators and administrators that work with our kids.
This is an exceptional resource.
